Underwood Concerned About Allegations of Abuse Leveled at 2 DOE Employees


Guam – Two Guam Department of Education employees from Mangilao have been arrested in separate incidences relating to child abuse, official misconduct and harassment.

Department spokesman officer AJ Balajadia says 59 year old Joseph Lee Pugh of Mangilao was arrested on September 27th on charges of second degree criminal sexual conduct, official misconduct and child abuse,

Pugh is a teacher at Benevente Middle School. Balajadia says Pugh was arrested after officers investigated the accusation that Pugh was inappropriately touching a student at the school.

A school aide at George Washington High School also was arrested Friday after a student complained that he had been making inappropriate comments to her in front of other students.

Balajadia says 37-year old Roland Charles Flores of Mangilao faces charges of child abuse, harassment, official misconduct and jurisdiction over an adult.

According to Balajadia another student came into the Hagatna Precinct complaining about Flores while Flores was at the precinct for questioning.  The second complaint resulted in additional charges of harassment and official misconduct.

DOE Superintendent Dr. Nerissa Underwood says its always a concern to educators when we hear allegations like this.

She says the employees are afforded due process. Until the investigation is complete and a recommendation is given to her, she can not legally take action against the DOE employees.
