U.S. DOL Announces Prevailing Wage Rates for Guam Buildup

Guam – The U.S. Department of Labor has established new prevailing wage rates for all Department of Defense base realignment construction projects on Guam.

The new prevailing wage rates will apply to all base realignment construction contracts awarded on or after Friday, December 3.

The prior wage determinations will remain in effect for all covered Davis-Bacon projects on Guam unrelated to the base realignment projects.

DOL’s Wage & Hour District Director in Honolulu, Terence Trotter, is quoted in the release as saying that: “These newly published wage rates reflect the wages that workers are already earning for the various classifications of work performed on Guam.  These new wage determinations are to be used exclusively for all covered Davis-Bacon projects on Guam unrelated to the base realignment projects.”

***Note there are 4 categories of wages. The wage rate for the same job sometimes varies, depending upon which category that job is in.

As part of the National Defense Authorization Act of fiscal 2010, the Wage and Hour Division was tasked with establishing new wage determinations for Guam base realignment projects by surveying information about wage rates paid on public and private construction projects on Guam.  The defense act required the Wage and Hour Division to issue new Davis-Bacon Act prevailing wage determinations that excluded wage data for any workers hired under the H-2B visa program.

Following a conference held in Guam last May to provide information about the new prevailing wage requirements, the Wage and Hour Division conducted a survey that sought to establish a baseline for wages commonly paid to workers performing similar work in Guam.  The survey gathered wage data for non-H-2B workers on residential, building, heavy and highway projects between May 1, 2009, and April 30, 2010.  The survey was conducted between May 15 and August 15 and included data from more than 200 active contractors in Guam. The Wage and Hour Division will perform a subsequent survey beginning in May 2011 seeking wage data from May 1, 2010, to April 30, 2011.

The U.S. Department of Labor posts a separate occupational wage determination for other federally funded construction projects that are also subject to the Davis-Bacon Act but not funded under the authority of the National Defense Authorization Act.  Additional information about the Guam wage determinations is available from the Wage and Hour Division by calling 671-473-9178.
