Navy Base operations contract protested


Guam – An official protest has been filed challenging a multi-million dollar contract to provide “operations support services” Naval Base Guam.

Top solicitor DZSP 21 filed the procurement protest today calling for a “fresh look at the requirements…and a new request for proposals.”

In the past, DZSP 21 has been awarded the US Naval contract three consecutive times beginning in 2014.  On the fourth proposal, competitor Fluor Corporation was awarded the contract by the Navy.

In a press release from the losing bidder, DZSP maintains they have strong grounds for a contract award simply because their proposal provided the best value to the navy and other military customers on Guam.
