Bill Appropriates $1.1 Million From Healthy Futures Fund
Cruz Bill to Avert Utility Disconnections at GMH
VICE SPEAKER AIMS TO UTILIZE SURPLUS IN HEALTHY FUTURES FUND
(Hagåtña –) To avert an impending emergency, Vice Speaker Benjamin J.F. Cruz has introduced a measure this morning appropriating $1.1 million from the Healthy Futures Fund (HFF) for the purpose of preventing power and water disconnections at Guam Memorial Hospital Authority.
Cruz has also requested that Speaker Judith T. Won Pat waive the public hearing requirement for the measure and allow the Vice Speaker to place it on session agenda this afternoon.
The proposed measure, Bill No. 237-33 (LS), appropriates $1.1 million from the unreserved surplus of the HFF for fiscal year 2015 for the sole purpose of paying the hospital’s outstanding services rendered from Guam Power Authority (GPA) and Guam Waterworks Authority (GWA). The measure further directs that such funds be remitted directly to GPA and GWA. Currently, the hospital owes approximately $1 million between the two utility agencies.
According to a fiscal note sent to the Guam Legislature on January 19, 2015, the Bureau of Budget and Management Research confirmed adequate funding in the HFF for this appropriation.
“GMHA needs immediate financial relief and the Administration has stated that there is funding available,” explained Cruz.
