Guam – Guam lawmakers moved a number of bills into the voting file Tuesday, including Bill # 52, Senator Tom Ada’s bill which would eliminate the PILOT assessment on autonomous agencies like the Guam Power Authority and the Guam Waterworks Authority.
PILOT stands for Payment In Lieu of Taxes. But even though its been in the books for nearly three decades, it was ignored and never collected, until the Calvo Administration billed GPA, the Port and the Airport authority two years ago in an effort to raise revenue.
Also moved to the 3rd READING File ere Bill #53 which amends the procurement authority of Guam Community College. And Bill #56 which makes the penalty for violating the traffic code a civil violation, rather than a petty misdemeanor.
Session resumes Thursday.
