Guam – The Guam Election Commission (GEC) plans to start mailing out ballots in the coming days to comply with the Uniformed and Overseas Absentee Voting Act (UOCAVA). While these overseas voters now have 3 options on how to receive the ballot for the Guam delegate race, the Democratic party of Guam believes it should be for all the local races.
