DOC’s Crisistimo Files Complaint Against Acting DOC Director

Guam –  DOC Major Francisco Crisostomo, who has been detailed to DYA, has filed a complaint with the Guam Police Department against DOC Acting Director Antone Aguon alleging Official Misconduct.

Crisostomo said that the GPD complaint case number is 10-236245. In it, Crisostomo accuses Aguon of  official misconduct.

However,  police have not brought any charge against Acting Director Aguon  who told PNC News he is not aware of the complaint. 

GPD Public Information officer A.J. Balajadia said he too was unaware that the complaint had been filed.

Crisostomo was recently assigned to DYA from the Department of Corrections in the wake of the barbecue video controversy, which also led to the dismissal of J.B. Palacios as Director of DOC and his replacement by Aguon.

Crisostomo says his complaint is based on a letter he received and three anonymous phones calls pertaining to the release to the medai of the prison  barbecue video and how it was made public. Crisostomo says the information he received alleged that Acting Director Lt. Antone Aguon had a copy of the DOC’s barbecue video and that he leaked the controversial video to the media.

Crisostomo told PNC News, “He [Acting Director Aguon] had that video and he also contacted the old housing unit post 24 and informed his brother, a convicted criminal Michael Aguon, to clear out his computer because he was going to expose the video. What really disturbed me here is during that time  I was both the acting director and the warden and Aguon was the lieutenant. And if this is true, there’s a criminal issue here. There’s a criminal violation here.

Crisostomo also alleges when Aguon told his brother Michael to clear the computer, his brother Michael tipped off the other inmates to do the same.

Crisostomo believes Aguon’s actions amount to official misconduct and that’s wht he filed the complaint. “It really disturbed me for a Lt to inform a prisoner to do this,” said Crisostimo.

The complaint was filed on Wednesday. Crisostomo says its now up to GPD to handle it.

When informed of  Crisostomo’s complaint, Acting Director Aguon denied Crisostomo’s allegations. Aguon said he could not comment on the police report because he did not see it, but adds that he did anything wrong. He says if there was any wrong doing it would have been brought up in the GPD police investigation surrounding around the DOC barbecue video.

In reference to that investigation, Aguon received GPD’s report centering around DOC’s barbecue video investigation late Friday afternoon. Aguon says Warden Crisostomo and Captain Joesph Lujan were both cleared and were not found of any wrong doing. The report also indicated that they were both authorized to allow the inmates to have the barbecue. For now, Aguon says he was appointed by the governor to be the acting director and he will work with DOC to improve their operation.
